The Office of Mental Health and Suicide Prevention (OMHSP) in the Veterans Health Administration (VHA) is responsible for providing strategic guidance directed toward improving the quality of mental health care for over one and a half million Veterans nation-wide. The Suicide Prevention Program (SPP) is focused on the full implementation of VA's National Strategy for Preventing Veteran Suicide. CEPC positions focus on connecting, developing, and coordinating suicide prevention efforts. Applicants must be qualified by the closing date of this announcement. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: Social workers must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3j. Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to the CSWE website to verify if that social work degree meets the accreditation standards for a master of social work. Licensure: Persons hired or reassigned to social worker positions in the GS-185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found on the OHRM website. Grade Determinations: GS-11: Experience and Licensure: Appointment to the GS-11 grade level requires completion of a minimum of one year of post-MSW experience equivalent to the GS-9 grade level in the field of health care or other social work-related settings, (VA or non-VA experience) and licensure or certification in a state at the independent practice level. A doctoral degree in social work from a school of social work may be substituted for the required one year of professional social work experience in a clinical setting. AND Demonstrated Knowledge, Skills, and Abilities: In addition to the experience above, candidates must demonstrate all of the following KSAs: 1. Knowledge of community resources, how to make appropriate referrals to community and other governmental agencies for services, and ability to coordinate services. 2. Skill in independently conducting psychosocial assessments and treatment interventions to a wide variety of individuals from various socio-economic, cultural, ethnic, educational and other diversified backgrounds. 3. Knowledge of medical and mental health diagnoses, disabilities and treatment procedures (i.e. acute, chronic and traumatic illnesses/injuries, common medications and their effects/side effects, and medical terminology) to formulate a treatment plan. 4. Skill in independently implementing different treatment modalities in working with individuals, families, and groups who are experiencing a variety of psychiatric, medical, and social problems to achieve treatment goals. 5. Ability to provide consultation services to new social workers, social work graduate students, and other staff about the psychosocial needs of patients and the impact of psychosocial problems on health care and compliance with treatment. Demonstrated Knowledge, Skills, and Abilities: In addition to the requirements above, the candidate must demonstrate all of the following entry level KSAs: 1. Ability to work with Veterans and family members from various socioeconomic, cultural, ethnic, educational, and other diversified backgrounds utilizing counseling skills. 2. Ability to assess the psychosocial functioning and needs of Veterans and their family members, and to formulate and implement a treatment plan, identifying the Veterans problems, strengths, weaknesses, coping skills, and assistance needed. 3. Ability to implement treatment modalities in working with individuals, families, and groups to achieve treatment goals. This requires judgment and skill in utilizing supportive, problem solving, or crisis intervention techniques. 4. Ability to establish and maintain effective working relationships and communicate with clients, staff, and representatives of community agencies. 5. Fundamental knowledge of medical and mental health diagnoses, disabilities, and treatment procedures. This includes acute, chronic, and traumatic illnesses/injuries; common medications and their effects/side effects; and medical terminology. Physical Requirements: Social Work position requires moderate lifting and carrying 15-44 pounds, walking and standing for 2 hours, operation of motor vehicle, ability for rapid mental and muscular coordination simultaneously, far vision correctable in one eye to 20/20 and 20/40 in the other eye, depth perception, ability to distinguish basic colors, and hearing with aid. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing in isolation situations at VA facility or Veteran home. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The CEPC supports community capacity development for suicide prevention by organizing community partners and coalitions to implement suicide prevention programs aimed at reducing Veteran suicide at the community, state, and Veterans Integrated Service Network (VISN) levels. The CEPC serves as a content matter expert for suicide prevention and facilitates integration of suicide prevention education throughout the community by developing and organizing community partners and coalitions aimed at reducing Veteran suicide at the state and VISN level. The CEPC is a SME in state and local community suicide prevention resources and education connections. The CEPC promotes a public health approach to suicide prevention. The CEPC duties and responsibilities include but are not limited to: Connects VA programs and stakeholders-including, but not limited to, Veterans, Veteran Service Organizations, congressional staff, media, community business partners, and community members throughout the health care system and VISN catchment areas-to conduct community-based interventions and provide outreach and education on suicide prevention related topics and services. Serves as a subject matter expert (SME) in public health and suicide prevention, supporting partnerships and coalitions by providing new or existing community education and outreach initiatives on behalf of the assigned VA Health Care facility and the surrounding catchment area. Implements VHA Community-Based Interventions for Suicide Prevention including collaborating with community, Veteran, and state partners to develop, conduct, and/or support community-based suicide prevention programs as defined and supported by the VHA Suicide Prevention Program. Develops VHA-community partnerships - meet with prospective community partners and/or establish formal relationships between the VHA and local partners to facilitate suicide prevention in the community. Develops and provides suicide prevention related media/marketing, including interviews (print or broadcast), social media postings, and communication campaigns (Paid/PSAs). Disseminates relevant research findings through practice, education, and consultation with non-VA community partners as well as other VA health care professionals and administrators. Seeks opportunities to broaden the network of outreach to the Veteran population to achieve optimum saturation in the catchment area. Closely coordinates with Suicide Prevention team members, and other facility and VISN stakeholders and the National OMHSP office to implement SP communication plans, both internal and external to the VA.
